The RAS Error 809 appears when the remote server does not respond. As a result, the connection between your computer and the VPN server cannot be established. In this case, one of the network devices between your computer and the remote server may not be configured to allow VPN connections (e.g., firewalls, NAT, routers). In this guide, we will go through the troubleshooting steps that help to solve this issue.
To resolve Ras Error:809 on a Windows device, please apply the following steps:
- Open the elevated command prompt. You can do that by typing Command Prompt in the Windows search and clicking Run as administrator.
- Once you have it open, copy this command line, and paste it to the Command Prompt:
REG ADD HKLM\SYSTEM\CurrentControlSet\Services\PolicyAgent /v AssumeUDPEncapsulationContextOnSendRule /t REG_DWORD /d 0x2 /f
- Press the Enter key and let it run. After it is finished, restart your device and try connecting to one of the AtlasVPN servers
If these steps do not help proceed with the following:
- Open the elevated command prompt by typing Command Prompt in the Windows search and clicking Run as administrator.
- Once you have it open, copy this command and paste it to the Command Prompt:
REG ADD HKLM\SYSTEM\CurrentControlSet\Services\RasMan\Parameters /v ProhibitIpSec /t REG_DWORD /d 0x0 /f
- Press the Enter key and let it run.
- After it is finished, restart your device and try connecting to one of the AtlasVPN servers.
In case, both solutions above did not work, proceed to do the following:
- Type Services in the Windows search and open it.

Scroll to find Xbox Live Networking Service and double-click on it.
- On the drop-down menu of Startup type select Disabled.
- Click Apply and then click on OK.
- Lastly, reboot your computer and proceed to connect to the Atlas VPN servers!
